关于2025年度浙江省政府来华留学生奖学金评审工作的通知 Notice on the Evaluation of 2025 Zhejiang Provincial Government Scholarship for International Students

关于2025年度浙江省政府来华留学生奖学金评审工作的通知


根据《浙江省政府来华留学生奖学金管理办法》及《温州大学国际学生奖学金管理规定》(温大行政发〔20205号),结合学校实际,现就2025年度浙江省政府来华留学生奖学金评审工作安排如下:

一、参评资格

(一)研究生:我校2023级、2024级已完成学籍注册的在读国际研究生,年龄不超过35周岁(199011日以后出生)。

(二)本科生:我校2022级、2023级、2024级已完成学籍注册的国际本科生,年龄不超过30周岁(199511日以后出生)。


二、参评条件

1. 具有我校正式学籍的本科或硕士留学生。

2. 缴清学校规定的各项费用(具体名单见附件1)。

3. 考勤记录良好,学业成绩在同年级同专业或班级中名列前茅。

4. 申请人应具有相应的汉语水平,汉语相关课程无挂科不及格记录。

5. 日常行为表现优秀、服从学校管理良好,无违反遵守中国法律法规和及学校规章制度,无违纪校违规的行为。

6. 积极参加学校、学院组织开展的各类学科竞赛、创新实践、公益项目及文体活动等。

7. 本学年未获得中国政府奖学金或其他类别奖学金。


三、名额分配

浙江省A类奖学金(研究生):全校共15人,每人每学年30000元人民币。可获奖人数为学院符合参评资格人数的23%

浙江省B类奖学金(本科生):全校共32人,每人每学年20000元人民币,可获奖人数为学院符合参评资格人数的16%

具体奖学金名额根据缴费情况确定,于20251022日发送给各学院。特殊情况由国际学生奖学金及荣誉评审工作小组研究决定。


四、评审办法

各学院应结合实际情况和参评条件制定具体评审细则,以学业成绩、汉语水平和日常表现为主要评价指标,对学生进行综合评价。各指标类别及权重由学院自行设定。


五、评审程序

2022级、2023级国际本科生由相关专业学院负责评审;2024级国际本科生由国际教育学院负责评审;各年级国际研究生由专业学院负责评审。具体流程如下:

1. 学院根据学生成绩、汉语水平、行为表现等进行综合评定,并按名额比例确定拟获奖学生名单。

2. 组织学生填写《浙江省政府来华留学生奖学金申请表》,并提供以下材料:

1)经学生签字、学院推荐并盖章的申请表(见附件2);

2)申请A类奖学金(硕士)需提交2名教授或副教授签名的推荐信;

3)汉语水平、学科竞赛、创新实践、公益项目及文体活动等证明材料。

3. 评审结果由学院在适当范围内公示3天。

4. 无异议后,由国际学生奖学金及荣誉评审工作小组对名单进行最终审核,报分管校领导批准后正式发文。


六、其他说明

1. 本通知所提到的学生学业成绩及表现等材料需提供原件作为参评依据,成果取得时间须为2024年9月1日至2025年8月31日。

2.各学院于1027日前,将电子版及纸质版(分管领导签字并盖章)的评审细则、评审结果公示记录、学院奖学金评审结果汇总表、奖学金申请表及推荐信等材料报送至北 校区国际教育学院(留管部)3号楼214办公室。

3. 学生如不配合评审或未按时提交材料,视为自动放弃奖学金资格。

4. 本通知以中文版本为准,英文翻译仅供参考。如中英文内容存在差异,以中文版内容为准。

Notice on the Evaluation of 2025 Zhejiang Provincial Government Scholarship for International Students


In accordance with the Zhejiang Provincial Government Scholarship Management Measures for International Students and the Wenzhou University International Student Scholarship Management Regulations (Wenzhou University Administrative Document No. 5 [2020]), and in line with the university’s actual circumstances, the arrangements for the 2025 Zhejiang Provincial Government Scholarship evaluation are as follows:

I. Eligibility

1. Postgraduate Students:  Registered international postgraduate students enrolled in 2023 and 2024,  born on or after January 1, 1990 (no older than 35).

2. Undergraduate Students:  Registered international undergraduate students enrolled in 2022, 2023,  and 2024, born on or after January 1, 1995 (no older than 30).


II. Evaluation Criteria

Applicants must:

1. Hold formal undergraduate or postgraduate student status at Wenzhou University.

2. Have paid all required fees (see Attachment 1 for the list of eligible students).

3. Maintain strong attendance records  and demonstrate outstanding academic performance within their grade and major/class.

4. Possess adequate Chinese language proficiency, with no failed grades in Chinese language courses.

5. Exhibit excellent daily conduct, comply with university regulations, and have no violations of Chinese laws or university policies.

6. Actively participate in academic competitions, innovation practices, public service projects, and cultural/sports activities organized by the university or their college.

7. Not have received any Chinese Government Scholarship or other category of scholarship in the current academic year.


III. Quota Allocation

  • Zhejiang Provincial Category A Scholarship(Postgraduate Students): 15 recipients university-wide, each receiving RMB 30,000  per academic year. The number of recipients per college shall not exceed 23% of its eligible students.

  • Zhejiang Provincial Category B Scholarship(Undergraduate Students): 32 recipients university-wide, each receiving RMB 20,000  per academic year. The number of recipients per college shall not exceed 16% of its eligible students.

Final quotas will be determined based on fee payment status and communicated to colleges by October 22, 2025. Special cases will be reviewed by the International Student Scholarship and Honors Evaluation Working Group.


IV. Evaluation Method

Colleges shall develop detailed evaluation rules based on their actual circumstances and the above criteria, focusing on academic performance, Chinese language proficiency, and daily conduct. Evaluation indicators and their weighting may be determined independently by each college.


V. Evaluation Procedure

  • Undergraduate students enrolled in 2022 and 2023 will be evaluated by their respective academic colleges.

  • Undergraduate students enrolled in  2024 will be evaluated by the College of International Education.

  • All postgraduate students will be evaluated by their academic colleges.

Specific procedures:

1. Colleges will conduct comprehensive evaluations based on academic records, Chinese proficiency, and behavior,  then determine a preliminary list of recipients within their allocated      quotas.

2. Selected students must submit the following documents to their college:

    • A completed Zhejiang Provincial  Government Scholarship Application Form (Attachment 2), signed by the  student and endorsed with the college’s official seal.

    • For Category A (postgraduate)  applicants: two recommendation letters signed by professors or associate  professors.

    • Supporting documents for Chinese  proficiency, academic competitions, innovation practices, public service,  and cultural/sports activities.

     3. Colleges must publicize the preliminary results for 3 days.

    4. If no objections are raised, the International Student Scholarship and Honors Evaluation Working Group will conduct a final review and submit the list to the university’s designated leadership for approval before official release.


VI. Additional Notes

1. The academic performance and other materials mentioned in this notice must be submitted in original form as evaluation references, and the achievements must be obtained between September 1, 2024, and August 31, 2025.

2. Colleges must submit their review results and required documents by October 27, 2025.

3. Students who do not cooperate with the evaluation or fail to submit materials on time will be deemed to have voluntarily waived their scholarship eligibility.

4. The Chinese version of this notice shall prevail. The English translation is for reference only. In case of discrepancies, the Chinese version is authoritative.
