根据《浙江省政府来华留学生奖学金管理办法》及《温州大学国际学生奖学金管理规定》（温大行政发〔2020〕5号），结合学院实际，现就2025年度浙江省政府来华留学生奖学金评审工作安排如下：

一、参评资格

（一）研究生：国际教育学院2023级、2024级已完成学籍注册的在读国际研究生，年龄不超过35周岁（1990年1月1日以后出生）。

（二）本科生：国际教育学院2022级、2023级已完成学籍注册的国际本科生，温州大学2024级全体国际本科生，年龄不超过30周岁（1995年1月1日以后出生）。

二、参评条件

1.具有我校正式学籍的本科或硕士国际学生；

2.已缴清学校规定的各项费用（具体名单见附件1）；

3.考勤记录良好，以学业成绩考评为主；

4.申请人应具有相应的汉语水平，汉语相关课程无挂科不及格记录；

5.日常行为表现优秀、服从学校管理，遵守中国法律法规和及学校规章制度，无违纪违规的行为；

6.积极参加学校、学院组织开展的各类学科竞赛、创新实践、公益项目及文体活动等；

7.本学年未获得中国政府奖学金或其他类别奖学金（单项奖除外）。

三、名额分配

1.浙江省A类奖学金（研究生）：全院共3人，每人每学年30000元人民币。

2.浙江省B类奖学金（本科生）：全院共15人，每人每学年20000元人民币。

具体奖学金分配名额参考 《温州大学国际教育学院2025年国际学生浙江省政府奖学金名额分配表》（附件3）。特殊情况由国际教育学院国际学生奖学金评审委员会研究决定。

四、评审程序

各班级应结合评审细则 《温州大学国际教育学院国际学生浙江省政府奖学金评比细则（2025年）》（附件4）及学生实际情况，以学业成绩、汉语水平和日常表现为主要评价指标，对学生进行综合评价。具体流程如下：

1.学生本人填写 《浙江省政府来华留学生奖学金申请表》（附件2），并于2025年10月24日（周五）12：00前提供以下材料交至各班级班主任处（班主任名单详见附件5）：

（1）经学生签字的申请表（见附件2）；

（2）申请A类奖学金（研究生）需提交2名教授或副教授签名的推荐信；

（3）汉语水平、学科竞赛、创新实践、公益项目及文体活动等证明材料。

2.各班主任根据学生成绩、汉语水平、行为表现等进行初步评审，并按名额向院评审委员会进行推荐。

五、其他说明

1.本通知所提到的学生学业成绩及表现等材料需提供原件作为参评依据，成果取得时间须为2024年9月1日至2025年8月31日。

2.学生如不配合评审或未按时提交材料，视为自动放弃奖学金资格。

3.本通知以中文版本为准，英文翻译供参考。如中英文内容存在差异，以中文版内容为准。

Notice on the 2025 Zhejiang Provincial Government Scholarship Assessment for International Students reviewed by College of International Education

In accordance with the "Zhejiang Provincial Government Scholarship Management Measures for International Students" and the "Wenzhou University International Student Scholarship Management Regulations" (WZU Administrative Document No. 5, 2020), and based on the college's actual situation, the arrangements for the 2025 Zhejiang Provincial Government Scholarship assessment are hereby notified as follows:

I. Eligibility

1. Postgraduates: Postgraduate students of the College of International Education from the 2023 and 2024 intakes who have completed student registration and are under 35 years of age (born on or after January 1, 1990).

2. Undergraduates: Undergraduate students of the College of International Education from the 2022 and 2023 intakes who have completed student registration, and all international undergraduate students from the 2024 intake, who are under 30 years of age (born on or after January 1, 1995).

II. Assessment Criteria

1. Be an officially registered international undergraduate or postgraduate student at the university.

2. Have paid all required university fees in full (refer to Attachment 1 for the specific list).

3. Maintain a good attendance record, with academic performance being the primary assessment criterion.

4. Possess an appropriate level of Chinese language proficiency, with no failing grades in Chinese language courses.

5. Demonstrate excellent daily conduct, comply with university management, abide by Chinese laws and regulations as well as university rules, and have no record of disciplinary violations.

6. Actively participate in various academic competitions, innovation practices, public welfare projects, and cultural/sports activities organized by the university and college.

7. Have not received a Chinese Government Scholarship or any other category of scholarship (excluding single-item awards) in the current academic year.

III. Quota Allocation

1. Zhejiang Provincial Category A Scholarship (Postgraduates): 3 recipients college-wide; RMB 30,000 per person per academic year.

2. Zhejiang Provincial Category B Scholarship (Undergraduates): 15 recipients college-wide; RMB 20,000 per person per academic year.

The specific scholarship quota allocation refers to the "Wenzhou University International Education College 2025 Zhejiang Provincial Government Scholarship Quota Allocation Table for International Students" (Attachment 3). Special circumstances will be decided by the International Student Scholarship Assessment Working Group of the International Education College.

IV. Assessment Procedure

Each class shall conduct a comprehensive evaluation of students based on the "Detailed Assessment Rules for the Zhejiang Provincial Government Scholarship for International Students of Wenzhou University International Education College (2025)" (Attachment 4) and the students' actual circumstances, using academic performance, Chinese proficiency, and daily conduct as the primary evaluation indicators. The specific process is as follows:

1. Students must complete the "Zhejiang Provincial Government Scholarship Application Form for International Students" (Attachment 2) and submit the following materials to their class advisor (list of advisors in Attachment 5) by 12:00 AM on Friday, October 24, 2025:

(1) The application form signed by the student (see Attachment 2);

(2) Applicants for the Category A Scholarship (Postgraduates) must submit two recommendation letters signed by professors or associate professors;

(3) Supporting documents for Chinese proficiency, academic competitions, innovation practices, public welfare projects, cultural/sports activities, etc.

2. Class advisors will conduct a preliminary assessment based on students' academic records, Chinese proficiency, and behavioral performance, and recommend candidates to the college Assessment Committee according to the allocated quotas.

V. Other Instructions

1. Original documents supporting the student's academic achievements and performance mentioned in this notice must be provided as the basis for assessment. The achievements must have been obtained between September 1, 2024, and August 31, 2025.

2. Failure to cooperate with the assessment process or to submit materials by the deadline will be deemed as voluntary waiver of scholarship eligibility.

3. The Chinese version of this notice shall prevail. The English translation is for reference only. In case of any discrepancy, the Chinese version governs.
