关于印发《温州大学国际学生奖学金实施办法（试行）》的通知

现将《温州大学国际学生奖学金实施办法（试行）》印发给你们，请遵照执行。

温州大学国际学生奖学金实施办法（试行）
第一章 总 则
第一条为吸引优质国际学生来校学习，扩大国际学生规模，实现学校发展规划中的“留学温大千人计划”，学校特设立“温州大学国际学生奖学金”，并制定本办法。
第二条国际学生奖学金面向将在校或已在校学习的全日制国际学生本科生、研究生和汉语言生。
第三条国际学生奖学金评审坚持“公开、公平、公正、择优”的原则。
第二章 奖学金种类
第四条学校国际学生奖学金分为三类：温州大学校长奖学金（以下简称I类奖学金）、汉语生入学奖学金（以下简称II类奖学金）和优秀国际学生奖学金（以下简称III类奖学金）。
第五条I类奖学金对象为入学申请时获得温州大学校长奖学金的国际学生，具体解释如下：
（一）第一学年，所有I类奖学金生获得学费和住宿费免除的全额奖学金；
（二）第二学年到毕业学年，根据I类奖学金生前一学年在校行为表现、学业成绩和能力素质，每年进行评审。等级和颁发金额为：
一等奖学金：一学年学费、住宿费全额减免；
二等奖学金：一学年学费2/3免除，住宿费50%免除；
三等奖学金：一学年学费1/3免除。
备注：享受住宿费优惠的学生一般安排住三人间，如学生自己要求住2人间住宿，需补足差价。
（三）在校期间，I类奖学金生不再参与其他任何奖学金申请。
第六条II类奖学金申请对象为将在校学习汉语语言与文化的国际学生。等级和颁发金额为：
（一）一等奖学金，2000元人民币/学期/生；
（二）二等奖学金，1500元人民币/学期/生；
（三）三等奖学金，1000元人民币/学期/生。
第七条III类奖学金申请对象为已在校攻读学位一年以上的国际学生（不含I类奖学金生）和已在校连续学习超过一学期的汉语生。等级和颁发金额为：
（一）一等奖学金，奖学金额为全年学费的60%；
（二）二等奖学金，奖学金额为全年学费的40%；
（二）三等奖学金，奖学金额为全年学费的20%。
第八条获奖国际学生的比例，学位生为70%，汉语生为50%。具体的比例根据当年的奖学金总额度和学生人数上下浮动。
第三章 奖学金申请条件
第九条国际学生申请I类、II类、III类奖学金的基本条件为：
（一）申请对象应具有相应的学历学位证书。
（二）申请对象须拥有外国国籍、持有外国护照，对华友好，身心健康。
（三）申请对象须表现良好，无违反中国法律法规的行为。
（四）申请对象成绩良好，无不及格课程，无旷课现象。
（五）尊敬师长，团结互助；积极参加学校或学院组织的各类活动。
（六）申请对象须按照学校规定的时间完成报到、注册及缴费手续。
（七）已获得中国政府奖学金、国家“孔子学院奖学金”或浙江省政府来华留学生奖学金的学位生和汉语生，原则上不再申请所在学期或学年的“温州大学国际学生奖学金”。
（八）已缴清学校规定的各项应缴费用。
（九）凡当学年违反校规校纪受到学校或学院的处理或处分的，取消该学年各类奖学金申请、评选资格。
第四章 奖学金的申请
第十条国际学生在校第二年的I类奖学金由留学生教育管理部直接评审，国际学生奖学金及荣誉评审工作小组审核认定；在校第三年、第四年由国际学生所在学院按名额比例推荐上报，国际学生奖学金及荣誉评审工作小组审核认定，每年一次。
II类和III类奖学金申请对象须根据本人条件及意向奖学金要求，选择填写《温州大学国际学生II类奖学金申请表》（见附件1）或《温州大学国际学生III类奖学金申请表》（见附件2）。
第十一条符合II类奖学金的申请对象，须在每年5月或11月（注：汉语生入学申请截止时间为每年7月底或1月中旬）向留学生教育与管理部递交申请材料。主要包括：
（一）《温州大学国际学生II类奖学金申请表》；
（二）最高学历证明原件，如申请对象是在校学生的，还需提交本人就读学校出具的在学证明；
（三）成绩单原件；
（四）护照及健康证明复印件；
（五）其他证明自己优秀表现的证书或材料。
以上申请材料非中文、英文版本需附上经公证或官方认可的中文或英文的翻译文件。
第十二条符合III类奖学金申请条件的国际学生，须根据管理归口，在每年9月向所在学院递交申请材料。主要包括：
（一）《温州大学国际学生III类奖学金申请表》，用中文或英文填写；
（二）上一学年的成绩单（即上一学年9月起的秋季学期与当年自2月起的春季学期）；
（三）上一学年的考勤情况证明（即上一学年9月起的秋季学期与当年自2月起的春季学期）；
（四）其他证明自己优秀表现的证书或材料；
（五）健康证明复印件。
第五章 奖学金的评审与管理
第十三条留学生教育与管理部成立国际学生奖学金及荣誉评审工作小组（以下简称“评审工作小组”），国际教育学院（留学生教育与管理部）负责人为组长，副组长由副主任、党总支副书记担任，组员由国际教育学院教学科、学生科、国际教育学院相关教研室负责人等组成。评审工作小组办公室设在国际教育学院（留学生教育与管理部）学生科，具体负责国际学生奖学金及荣誉评审与管理的组织、协调工作。
第十四条评审工作小组办公室依据奖学金评选办法对经所在学院初审的申请对象材料进行复核，并将符合条件的申请对象名单和材料上报国际学生奖学金及荣誉评审工作小组。
第十五条评审工作小组根据申请对象材料进行评议，审定奖学金入围名单。
第十六条评审工作小组将评审意见报分管领导批准，并对奖学金入围名单在校内进行公示，公示期为5个工作日。每年7月-8月份公布I类奖学金评审公示、9月份公布I类奖学金评审结果；每年11月和5月公布II类奖学金评审结果；每年11月公布III类奖学金评审结果。
第十七条公示结束，确定无异议后。奖学金获得者须签署声明书，一式两份，其中一份由评审工作小组办公室存档，一份由奖学金获得者本人保管。奖学金获得者如违反有关法规和校规，经评审工作小组讨论决定，可取消其奖学金资格，中止奖学金发放或追回已经发放的奖学金。
第十八条由评审工作小组办公室制作《温州大学国际学生奖学金发放一览表》，经评审工作小组组长签字同意后交学校计划财务处，并协助奖学金获得者办理领取手续。
I类奖学金生不办理领取手续，直接减免相应的学费、住宿费。II类奖学金获得者于结果公布之日起30天内办理上述手续，按学期一次性发放。III类奖学金获得者于结果公布之日起30内办理上述手续，按学年一次性发放。
第十九条获得奖学金的国际学生须按照学校规定的时间完成报到、注册、体检、缴费及签证等手续，否则将按照自动放弃奖学金处理。国际学生在获得奖学金期间，办理休学的，将中止奖学金发放；办理退学的，将取消奖学金发放；从事任何违法违纪行为和危害中国社会秩序的活动，追回已发放奖学金。
第六章 附 则
第二十条港澳台侨学生奖学金的评审与管理工作参照本办法执行。
第二十一条本办法由留学生教育与管理部负责解释，自发布之日起开始试行。
